Is downlinerefs owned by Buxhost?

Just wondering if downlinerefs is owned by buxhost, for those people who do not know what buxhost is it is a PTC host that lets people start their own PTC site and downlinerefs is a free downline builder. If you compare www.buxhost.com and www.downlinerefs.com some design elements and features are the same and downlinerefs even has a link back to buxhost. What do you think?
