How to enable Windows Task Manager?

It's been a while since I was able to open my task manager in Windows XP. I don't know what happened or changed. Every time I press Ctrl+Alt+Del, the message: "Task Manager has been disabled by your administrator." pops out! Well I'm the administrator and the only one using my pc. I tried to search for the file/folder but couldn't find any. I don't know what to do anymore. I'm getting frustrated already. What do you know about this? Please help.
