Would it be bad if i post comments in myLot members with a link where i will pay them 0.20 cents to sign up for something!?

Why don`t you make a task hazelme ? if you can offer 20 cents a lot of people will be interested in doing your task

Hazelme ... you can create blog page with the details of the same and promote it on autosurf sites and traffic exchange sites or use microworkers for this. Its the best site for sign up

Seems fine to me. I don't think there's anything against the rules for that but I don't know for sure.
