I am so happy that the vets in the govt. hospital don't hate dogs anymore!

I had a very bad experience with a vet when my dog was like 6 months old. He was very rude to me and my dog.He shouted at me for no reason.The obvious reason was that vets were and are not allowed to ask for consultation fees in govt hospitals. So some vets turn to be dog haters because they think they are at risk of getting bitten, and they are not even going to get any consultation fees at all.
Since my dog is a pariah dog which barely gets any disease i never had to take him to vet for past 9 years(no vaccinations either,i know i was stupid,but not anymore).A few days ago when i took him to the hospital the doctors there were very nice to my dog and to me as well,to my surprise.I wonder what might have actually changed.

Living the joke aside, I think you just had the back luck to meet a grumpy vet 9 years ago when he shouted at you for no reason. Vets are humans, too, they can do mistakes like everybody else.
I don't think a normal person would do his job in sick just because he can't ask for consultation fees. Being civil servants, those vets were paid by the authorities, they didn't need to ask for other consultation fees.
Anyway, you were lucky to have a healthy dog and you didn't need vet help for 9 years! I wish my dog was so healthy.

that's right,that vet was a cruel person who hate animals.I was kind of afraid to go to veterinary hospital until recently when i realized the importance of getting dog vaccinated. I feel like i am stupid for not taking my dog to the hospital just because there is an idiot doctor.

You are right, those poor stray dogs seem always to be healthy, despite all the garbage they eat every day. Unlike the purebred dogs that are so sensitive and they get ill so easy!
I don't think I've heard about an adult dog getting parvo or distemper. Was your friend's dog an adult or only a puppy?
