PayPal is absolutely reliable. It is exactly as secure as you make it. Your password is your key to your account with PayPal (just as it is with your bank).
Always make sure to choose a strong password and NEVER share it with anyone else, no matter how close or intimate with them you are, and try to avoid writing it down. If you do need to write it down (and most people do), make sure that it is in a form in which others would not easily guess the REAL password and always keep it in a safe place where others would not come across it easily. It is also strongly advisable to use a unique password - one which you use nowhere else. Especially, do NOT use the same password for PayPal as you use for your email account or social networking sites.
A strong password is one which would be nearly impossible to guess. The usual rules are:
1) Eight characters or more
2) A mixture of upper case, lower case, numerals and symbols
3) Never include personal information, such as date of birth, names of pets or loved ones or names of places.
4) Avoid common 'dictionary' words or anything which relates to your username on any site.
A password should, of course, be easy for you to remember but difficult for anyone else to guess. You can use numerals and symbols as substitutes for certain letters and you can use upper and lower case letters in a pattern which only you remember.
Suppose that you were to choose a (nonsense) combination like "pailybream". Your actual password, based on this, might be: "p@1LY8r34M", substituting '@' for the first 'a' and '4' for the second; the numerals '1' and '3' look something like an 'i' and an 'e' respectively and 'L', 'Y' and 'M' are in capitals, rather than lowercase. You could write (in your private notebook) "PayPal - pailybream" and your password would still be quite secure because it would take a very long time to go through all the combinations to guess the right one (and PayPal would actually limit the account after three unsuccessful attempts as an added measure of protection).

Well, I really don't understood that. But so far, I know that Paypal will never take your bank account. I don't have so much experience of paypal, but i'll try my best.
Hope you get it fixed!
Have a great day!
