Windows 7 problem

Hello myLotters!
After a long time I am back here with new problem.
I am having a problem with my HP desktop running on Windows 7. My executable programms will not run, except all microsoft programms (explorer, calculator, notepad...). It was all working fine, until one thing happened.
Yesterday afternoon when I was finishing work on my cumputer, I noticed that the update icon has appeared on the shutdown button. I thought sure, the Windows needs to update so I decided to to shut it down and update. The Windows installed updates and the computer was shutted down. Today I started my computer again. But when the Windows loaded, the Avast antivirus opened up and started scanning computer for viruses in DOS mode. This was a bit strange because I usually manually scan computer for viruses. It found few infected files so I decided to delete them. The computer wanted to restart after deleting infected files. So it restarted, booted manually and loaded windows. It looked all fine but after 1 minute I noticed that none of the startup programms were not started! No Skype, MSN, uTorrent, Winamp Agent, nothing!
So I decided to check my task manager. There were only 8 processes running, which is too less! And they were all basic processes and no other processes that could be unnormall. Then I tried to go to the services tab in task manager and saw there that many processes were stopped. And when I tried to start any of them, the error appeared saying "the operation could not be completed. Access Denied.".
I went online to check the problem on the internet and found cases with similar problems, but solutions for that problems did not work for me. Now I cannot download any programs and install them to do a log or scan my computer. Any online scanners that need to download and install a driver will not work. I am sure it is a virus or the result of one but I am out of ideas. Will try to work this thing out but if anyone has solution for that, please help! I do not want to format my PC.
