Do you consider a distant relative a family?

If you have a so called grown up nephew of a cousin of an aunt and you somehow meet them for the first time in a big family's party do you consider that person a relative or family enough to like invite them over for dinner sometime in the future? or lend a helping hand when they need some help? In short, you were never close with them in the first place but that person is considered to be your blood relative. Would you socialize with that person like a family or like an acquaintance and see how it goes? I think it's kind of awkward cause it feels like the person is somewhat like a stranger still? but i don't know...what do you think?
