What causes traffic?

Yes, its has been a part of a city life. Such a hassle, wastes everyone's time, losing money for business peoples and its causes more stress than compared to stress we earned from our offices. But have we tried to ask what are the major causes of traffic? Is it the road width? The enforcer? Motorists? I better be pressured in the office rushing for the deadline that to be tucked to death in such a dreadful lines of cars, trucks and buses.

Too many vehicles in the street maybe or motorist who don't follow traffic rules.

Yes, in such a small city like Manila, streets are getting too small that can no longer accommodate millions of vehicles a day; plus undisciplined motorists.

The government should carry the blame because of their ordinance that never been implemented or not strictly imposed.

First how you define the word traffic...is it the stoppage of vehicles of certain of time or is it the annoying situations that it creates?
Most of the time traffic aides cause the traffic jam, because of their stop and go scheme. Yes right, how about the motorcycle riders that tend to counter flow or overtake even if the road is too narrow for them.
