Sorry, I little bit confuse.
In these situation everyone have ability to help but there some rule from our government prohibit or impede us to help. If we choose to help, we must ready for every consequences that gonna happen next.
So .... what will you choose then?

I assume you mean the Peng Yu incident in 2006 when an elderly woman fell and later successfully sued the man who helped her (Peng Yu), claiming that he pushed her down?
It's odd to see that happening in China - I'd have expected it to have been the US of A where everyone tries to sue for everything.
I would still help. I can't help it. If they later sued me, I'd call half a dozen witnesses to the fact that I'm a pacifist, non-violent and only have the best intentions. Then I'd counter-sue for defamation of character.

Incidentally, an excellent analysis of the effect here: http://www.globaltimes.cn/NEWS/tabid/99/ID/661115/Heartless-bystanders-not-solely-Chinese-problem.aspx

For me, it depends on various factors. I hv frequently helped strangers financially and so if it's going to cost me in terms of money, I might help. However, if it's going to cost me in terms of my reputation or my relationship with people, then I won't.

Now think in these situation:
One day you see little girl hit by motorcycle and at that time you the only one who can help her. After you give necessarily help, the girl parent sue you and you must pay a lot of money.
If similar situation happen again, what will you do .... still help or not?
If these happen to me, I'm not helping anymore

No I would not. If I help I do it my way and I look for a certain person to help (private). But I assume enough people will keep on helping since people still help a lot even if it cost them or the money is wasted on other things.

Hi jkct01,
If you read carefully about "Peng Yu effect", you will know that situation that we have here related to government law. So in these case 85% we know what happen next after we help someone.
As long government not change this rule, I gonna stick with answer even deep in my heart I want to help. The consequence just too big for me.
