can we have 2 paypal account ?

i have one account now with paypal(and i am indian) .but due to their rules,they are asking pan number and purpose code. purpose code i have given,but i dont have pan number,as i am housewife only. i have written them mail,but they cant do anything for me without pan number. i have some amount in paypal account,now i cant do anything with my money(in paypal account),i cant withdraw my amount to my bank account or even buying any online goods.i am sad from one month with paypal rules. paypal was useful for me for my online earnings(though amount is less).i have alert pay account also,but their commision is more and so not using it. can i tranfer my amount to other paypal user? is it possible for me? pls any indian is there like me?
i want to open other paypal account in my name or my husband's name(but we are now in kuwait).can i or my husband open other paypal account in kuwait ? if we open in kuwait,shall we need pan number? here in kuwait we dont have pan number(As taxes are not there here).
can we open 2 paypal accounts in my name? now 2nd one in kuwait address?

You can create 2 Paypal accounts under your name provided that the other one is a business account. Therefore, you can have a Personal and a Business account.
Since you're already in Kuwait, why don't you update instead your home address, then, delete the first one. That may address your main concern.

Yes, I had 2 accounts, though i closed one. Only constraint is that you cannot add one bank account to both accounts. One bank account is linked to one username. Same is the case with all withdrawal means. I guess , even in Kuwait it is allowed.

Yes you can but with several condition:
1. You must have two unique/different email and financial information (bank account)
2. When you sign in with Paypal, you must sign in different type account for each email. Example: On email A, you sign as personal account and on email B you sign as premier or business account.

I am an Indian too and I am familiar with Indian rules so I can only tell you about the possibility of opening a second paypal account . Here in India you can open a paypal account in your husband's name and use his PAN number , Bank details and a separate email account for this new account (not your previous one ) . You have to check with paypal regarding the rules followed in case of Kuwait . I think other members here will also be able to help you . All the best
