You can try GIMP, it's a free program with much options. You can even install it on a USB and take it with you because it is a small program it only takes 50MB or less. The latest version that is available right now is 2.6.11, you can use in on Windows as well as Linux.
I personally think buying Photoshop would be the best option but I you're looking for a free program you should try GIMP.

Inspite of struggling between softwares it's better that you start using photoshop buddy
there are few simple steps in it that will give you the result that you want in your pic
so step1 : Firstly desaturate the photo ImageadjustmentDesaturate
step2 : apply masking in it and then press Ctrl+j
Step 3 : pick a brush tool then press D for windows and then press X then move over the photo u'll get the desired result an you urself can make any area color and any area black and white that you want...
Enjoy Photoshop World......

You could download a free trial of Corel Paint Shop Pro. I actually would go on a site that provides old downloads because when Paint Shop Pro was with Jasc, they were a lot better. I prefer Jasc Paint Shop Pro 9 over anything. They have all of the features of Picnik and more. It's sort of like Photoshop's twin. I believe the trial is 30 days. It's not as expensive as Photoshop and I like it a lot better. It also has a "Digital Camera Noise Removal" feature that helps get rid of uneven skin tones that digital cameras bring out. I have pale skin so when I'm photographed up close, my skintone is uneven...So I use that for it!
