I think everybody has already watched the youtube of Yue Yue which was the 2-year old girl hit by car twice in China and ignored by 18 people. If not then watch this link
http://www.youtube.com/watch?v=LLde8f2zb1U
while the SM Pampanga incident was about the Police who didn't bother to rush the victims in the hospital while the 16 year old boy was in need of medical attention already as the Police are giving an excuse that they have protocol that need to be followed which is they are not suppose to touch the victims in the crime scene.
But the point here is both of them were being ignored when they are still alive. Though I believe in the crime scene of SM Pampanga people or bypassers wants to help those victims but of course they are hesitate to do that because of the police who are responsible of the crime scene. If people will do that then for sure the police would just scold people who tends to help those victims.
What do you think about it?

I think they are absolute wrong here. if one is still alive, i would say why not rush to the person and see if you can help. even if the crime scene is contaminated, then each of the persons who has helped can be eliminated through further invenstigation. they have a lead and have lots of witness in such a public place.
the police is wrong here.. it is not yet an established crime scene, what if it was their co policeman who was shot on duty, will they advise him not to move because it is a crime scene where he was supposedly shot and just wait for medics to arrive?
definitely a wrong reasoning here.

Correct , chiyosan and i totally agree with you. Even criminals who gets gunned down would immediately be given attention and be rushed to the hospital, but why would a boy obviously alive from the shooting cannot be rushed to the hospital?
Gosh, i thought everyone has the right to live, even if they are criminals.

Just like what happened to Jason Ivler he is a suspect who was rushed in the hospital aside from the other 2 police that caught him.
I have signed a petition last night regarding the 18 people ignored the kid will be having 3 years of imprisonment though I hope this will be work as wake up call to all heartless people around the world.

The scene in Pampanga is not same with that in China.
Here in our country people surely wants to help those teenager but if you can see the video, mall guards are guarding the scene due to that what they call protocol which is hard to question anyway.
One thing is questionable now and must be taken with proper attention is...does it mean that malls doesn't has medics?
if we only observed that...there should be medics at the scene soon as it happened to check the victims.
This should be checked with malls now.
have a good day

Exactly the point here, in China there were people passing by as if what they have seen is like just rat that was being killed. If it happens that here in our country even if that is beggar probably that human was given an immediate attention.

I was still in Manila when this event happened, I was amazed why those people in uniform who were unable to act the right one, where there is still chances to save a life we should also pay attention to do the responsibility. But the responsibility that we are looking forward to be done as it seemed to be having a policeman there was no where to found. They were there just to watch only? This was a question within myself on that time. When I watch over GMA news - 24 Oras, I was terrified exactly as I was looking on the crime scene. Only in the middle east that nobody could touch the person involved in the crime is possible, it is the law like in the arab regions that only policemen have the right to mind things related to the incident, but what had happened to SM Pampanga was so ridiculous for me because what had been done was completely a sabotage to the family members of the two (2) kids who were involved in the crime. If they were sent to the hospital early, maybe chances are there that their lives would be completely save with our God's grace.

We don't really know what happened there, but maybe the police had already alerted an emergency and is waiting for an ambulance to take the two victims to the hospital. People should not rush to take someone who was really hurt as they might put them more in danger if in case they don't know how to handle people involved in accidents with care, EMT's handles cases such as this in a more careful way. But then if the response is immediate maybe one of them might still be alive.
The incident in China is very different from this. Because from what I read the people do not really want to get themselves involved in such incidents for fear of legal liabilities. According to reports, this is not the first time it happened in China, it just so happen that it was caught on cam and was uploaded in the Internet. Try searching for Peng Yu effect to get to know more about this cases in China ^^

Thank you for the information. So seems that this is not the first time regarding the incident that ignored by heartless people. Tsk tsk tsk!!! If the kid was given an immediate attention then probably she must still alive. As I could observed on the video when people carried the baby her body was still moving.

I think that the incident in sm pampanga and that of Yueyue are different,in Yueyue case there's no police authority, the chinese folk dont want to be involved coz their afraid that they maybe blamed.unlike the Filipinos they are more likely to help and little girl maybe stil alive.
