Letting convict escape to make more money !?!

Crime isn't real big where I live. There are few break-ins and only one murder in the past 8 years or so. There are a couple jail breaks a year though, but the guy is usually caught the next few days. This time they cannot seem to catch him. He escaped almost 2 weeks ago and has stolen cars,money and even raped someone. Helicopters fly over my house a few times a day and I walk with a knife to check my mail, otherwise we don't go outside. But it gets interesting, he has been sighted numerous times,shot at by police(and he shot back). There is talk that police are being paid upwards of $40 an hour to look for this guy and are losing him on purpose! I know the economy is bad, but this is ridiculous if its true. Why would people let this guy go just to get more money? My husband heard on the radio there is now a price on his head for civilians who bring this guy down. So hopefully one of the hunters around here will get him if the police won't.
