During the 80's up to early 90's the Tv networks that airs anime in my country were not confident if Filipinos will appreciate Japanese names,so during localisation, The characters with Japanese names were given Western names. I think its not only in Anime but also some localised Japanese names. But around 1997, a change happens, a Tv Network tried using the original names of the characters and ever since that day the names of the anime characters were not change.
though Name localisation was stopped in Anime and Japanese shows in my country, Taiwanese and Korean shows have the character's names replaced with western names with exception of some shows.

In my country, i only remember one anime that the name of the protagonist is localized. It is Ash/Satoshi from Pokemon anime, but they only localized the name for first season only and using the name Satoshi afterward. Other than that, i havent found any localized name yet. But even they not localized the names, it is still hears different than the original anime from Japan. Like we all know, japan's language could be pronounced differently in other country so for some names its still fells a little different.

In my country they used the American dubbed Pokemon so all characters where using the American names. Nowadays the character names are not localised anymore but Taiwanese and Korean shows that go localized here have the character names localized.

Oh yeah in my country for the pokemon name they using the combination of english name and japan name. Some of the pokemon using english name and some other using japan name, its kinda strange though. Actually i dont really like the localized version except for pokemon, i like the english localized since the name of the pokemon are well known. Other than that, i prefer the original Japan voice.

Yeah they do sometimes. I remember Shuurei from Colourcloud Palace being Shirley in the Subs and the Dubs as well. They change the Korean names to Chinese ones sometimes though I don't know why.

Characters of Yuyu hakushu got their names badly slaughtered in my country but its the last anime with name butchering in my country, most anime now uses the real names.
Yuyu Hakushois titled Ghost Fighter in my Country, The character Yusuke is named Eugene , Kurama became Dennis. I think Korean names are localised in my country cos the dubbers cant pronounce their names.

Oh well that makes sense I suppose. But Shuurei and Shirley... surely you didn't have to change the name?
How does Yusuke become Eugene lol

Oh, though characters in Dragonball Z never got their names changed , 2 characters got their names altered. The character Mr. Satan got his name change in my country because of Christian Issues, so he got renamed as as Master Pogi (Pogi is a Filipino slang for Handsome)
Then the character Zarbon is turned female, he is turned into Sarah.

for sure Shuurei becoming Shirley doesnt makes sense at all.
Here are some more name murders for Yuyu Hakushu:
Botan-Charlene , Keiko-Jenny ,Kuwabara-Albert.....WTF, Sakyo-Mr.Valdez

I live in the USA, and for most of the anime I watch, the characters have their Japanese names. 4Kids Entertainment is the one company I know of that still changes names but there are some exceptions to this. At one point, they were dubbing One Piece and a majority of the characters were keeping their names, except Ace was changed to Trace and Zoro was changed to Zolo. They no longer have a license to One Piece.
