I never heard this before until I found it on http://en.wikipedia.org/wiki/1950_FIFA_World_Cup_qualification.
I don't know how to response it, Funny or must concerned abut it 
I think in 1950 "shoes" is expensive thing on that era.

Yes, India was made to withdraw from the world cup because they were not allowed to play bare foot. This was just after the Indian independence and at that time there were no major sponsors in sports. Unfortunately, Indian football has gone downhill from that moment and now we don't even qualify for the Asian Championship which is very sad!!

yeah i see, India now famous on Cricket. I want to watch India Vs Indonesia on soccer match, but Indonesia often to play against maldives.
Indonesia has withdrew to on that world cup, and I think it because the cost to brazil too much, and we just Independence about 5 years that time.
