They're the bidding sites. The sites themselves are absolutely legit... however, their purpose is to be a forum for job postings, so there's no guarantee the employers who USE the site are legit. I've used them in the past and have been scammed by one employer - or rather, he disappeared. He didn't get the work (and since I do writing work I can use the content he wanted elsewhere), so I think it was just a weird situation. The site had nothing to do with it - it was the employer. All the other times I've used them, I've had no trouble at all. I've picked up 3 regular clients, earned thousands of dollars and even found contractors for my own work (like the lady who's editing my book and the lady designing the cover). Keep your eyes open to avoid the bad employers/jobs and they're a superb place to pick up work. The advantage of using the bidding sites is that they (usually) require the employer to put your payment in escrow. In other words, the employer pays the site and, once the job is done, the funds are released to you - this gives more confidence that the employer actually has the money and will pay. Of course, like any job, there's always a risk. Bid on jobs from employers with an employment history on the site (i.e. it's not their first time). Use the site's payment functions. Make sure you don't get caught out with things like "free samples" of work and the other typical scams.
