If i get more Backlinks then my fellow competitor have can i rank higher?

Please Only those people who are good in SEO give the answer of this question.My fellow competitor have 55 backlinks which i checked from yahoo site explorer,so if i get more then 55 quality backlinks then can i expect to rank higher then him.Please if anyone out there is good in backlinks can you resolve my question

it depends so seo is not a specific technique or so precise in reality it depends also from the quality in reltion to the number so it can increase your rank and so decrease of your competitor..

it depends on the quality of backlinks you have. Quality is more important than quantity. Even if you have more backlinks compare to your competitor, it doesn't assure you higher rankings.
