The phrase "words are wind" are often mentioned in the book series "A Song of Fire and Ice", of which "The Game of Thrones" is the first book. The phrase is often said when the characters makes treaties and promises. It pointed out that promises does not hold much and depends on the honor of the one making it, it is the deed that counts. Indeed it is much true. We can always put our hopes in promises, but it is the actions that matters and what makes it a reality. Promises can be broken, but actions can't be undone.

Another way of interpreting "Words are wind" is that words are only words and they can not hurt you. There was a part in the book "Dance with Dragons" where Cersei said these words to her self. I hope I didnt give out some spoilers!
