Annoying Neighbours MkIII Or Is It IV? I've Lost Count!

I couldn't believe what greeted me when I heard some commotion in next door's yard. Lots of rattling bags, then I heard their back gate being opened.
This could only mean one thing..
FLY-TIPPING in the private alleyway!
Only on Thursday the Council guy who cleans up around here (but leaves the private alleyway alone as it's not his problem) told me he'd checked it over and was pleased that it had been cleared by the Justice Department, presumably. We joked at how long it would all last.
"Probably a week..if we're lucky," I told him.
How prophetic that statement has turned out to be.
As I spotted this young lad (about 13 I'd say) chucking the bags of rubbish into the alleyway I got very angry and banged on the bedroom window and shouted at him. I wanted to know what the hell he was doing as "you're not supposed to put rubbish in the alleyway, you bloody idiot!"
At that point John came upstairs to see what all the commotion was about. This lad looked up at me and just stood there with his arms outstretched..and carried on dumping more rubbish, totally oblivious to what I'd just bellowed at him. I reckon he's yet another person with something wrong with him. We either get people like that or alkies/druggies in that house. Usually the people with mental health problems are fine but this family take the biscuit lol.
Anyway, I grassed him up to Impact Housing, who are responsible for the tenents in that house. I'd calmed down by this time and said there MUST be a misunderstanding as they weren't even using Council binbags but their own black ones, which suggests to me no-one at Impact has briefed them about how and when the rubbish is collected round here.
There are now at least 6 huge bags of crap at the back of their property, in the alleyway. Because it's private the Council won't touch it for ages and why should they?
I'm hoping that someone from Impact (I had to ring the main number as the local office was closed) will make sure these neighbours know what to do with their rubbish when they contact them on Monday.
In the meantime, I'll probably ring up Environmental Health as they can bring about prosecutions within their Justice Department (who are the only people who can arrange for the alleyway to be cleared) and the fact I've actually witnessed someone dumping this rubbish would help their case.
In broad daylight too. Good grief!!

Janey how are ya! Having the same problem now with a non existent neighbour and I thought thought the property next door to me was vacant lol and I put the bin out the other night and when I got home from work it was still there, unemptied. I rang up about it and the council told me there was no tag on it! Some swine nicked it. 8 euro down the swanny!! and a full bin until they collect again in 2 weeks.
I might just pluck up the courage to knock into the neighbor tomorrow and say hello. It is freaky really until tonight I thought the place was vacant for the last few months

You know, if they did not know what to do with their trash or when it would be picked up, they could knock on a door and ask. I know you would be sure to be willing to tell them how to go about it the right way.

Of course I would help if one of them had asked..it's just that Impact Housing are supposed to do all that for them, you know, brief them on Council collections and such like. It's obvious that hasn't happened in this case but I have a feeling they're not even in the house at the moment, which is very unusual.
I'm wondering if they've moved out? People come and go from that house all the time. The previous tenents were only in for about 8 months, the ones before that one month as the lady was moved in order to get away from her kids..and on it goes.

Maybe they just did not absorb what they were told, or cannot read if it was given in writing.

hi Janey fly tipping must be a British term but just chucking plastic garbage bags into the alley is a no no here in the USA
How come that house or apartment does not h ave a garbage dumpster with closed lid?thats what we all use in rented places here
in southern California US.that has to be very unsanitary to
say the least, yuck and ugh.we do not use plastic sacks but metoal dumpsters or closed plastic garbage cans or better Metal with lids on them,.here plastic bags can be gnawed through by the wild
opossums that come down from the foot hills.hope it all gets
straightened out and they dispose of t heir garbage the correct
way to do it

Hiya Hatley. Normally, what would happen is that Impact Housing would let the Council know new tenents were moving in next door and the Council would then provide general refuse bags, plus a box and two other bags for the recycling. None of this has happened as the neighbour was using black binbags, not the lilac Council ones lol.
We haven't heard or seen them today, which is very unusual, so I'm wondering if they've moved out!
