Reformatting the HDD can be easy if one has hands-on experience on it. Mainboards has different BIOS and CMOS settings so you had to start from there.
1. Boot up the PC while holding down the Del key (for a desktop) or F2 key for a laptop.
2. In the Boot Menu, select DVD/CD-ROM as first boot device, HDD as second boot device and so on.
3. Insert OS Installation disk in the CD/DVD ROM.
4. Save and exit BIOS setting, hold down Esc key while PC boots up.
5. Wait for "Press any key to boot from CD-ROM"
6. The rest should go easy, follow the prompts on the screen.
That should put you on a starting course to format you HDD.

To format the pc you must have firstly a bootable windows cd/dvd then you insert the cd/dvd and reboot your pc then you'll have a screen that says press any key to boot from the cd and then at a certain point you'll choose to format your hard drive and install windows. simple..

When you say about formatting the PC you mean about formating the Operating System right?
You should notice that formating will erase all your datas in the computer so you must carefull before doing this.
Actually it is not really hard thing to do, you only need to have the CD of the Operating System you want to use. Just enter the CD inside your computer CD-Rom and restart your computer. After restarting it will shown some option of restarting your PC. I kinda forget what the option is, but you will understand it when you see it your self. Just follow the option shown and it also need some time to reformating de harddisk too.
