Do you think that someone can really learn a technical skill online? to be more specific, do you think someone can learn Web Design through all of these online lessons/tutorials that you can find in the internet? I am considering studying Web designing but I don't have much time to enroll and attend in a Technical school/learning center. What can you suggest?

I think that it is quite possible to learn the basics of Web Design from plenty of these free tutorial/help pages (and there are thousands, some of which are better than others).
Web Design involves a number of things, not least the actual physical layout of the page to give a pleasing, sophisticated look which is both immediately attractive to the visitor and is also easy to navigate to find the information a person wants.
In my view, anyone can learn enough HTML to create a web page quite quickly but not everyone can become a good web designer. Like many arts, web design is 90% technology and know-how and 10% creativity but it is that 10% which sorts out the cream from the crap.

You could do worse, perhaps, than to start here: http://www.w3schools.com/ The 'hands-on' "Try it Yourself Editor" is quite cool and helps you get your head round many things.

Others you may find useful are:
http://www.developphp.com/
http://learnwebdesignonline.com/
http://www.learningwebdesign.com/toc.html (Contents page of one of the clearer books on web design)
http://www.2createawebsite.com/ (not really a good place for the specific tutorials but I found it useful for teaching the BASICS of making a website).
http://www.online-web-design-course.com/
http://designshack.net/articles/css/30-free-video-tutorials-for-learning-web-design (if you like to learn from videos. I don't, because they either go too fast or don't have nearly enough information and I find it difficult to make notes while watching).

I hope I can find those select good sites among thousands so I can really learn it easily. I believe there are some few Web Designers here, hopefully they can provide me with some good sites where I can start learning. I agree with you creativity will separate a good Web designer from other mediocre designers. Thanks owlwings

You can learn web designing online, but you have to really search the whole net even you tube. When I wanted to learn about photo shop basics I go to you tube so that I can see the actual thing they do. In support of your online tutorial interest, you can also buy some books.

Usedta learn it myself, so it ain't that hard. Kinda fun really, usedta make sites all the time. I wish I could learn how to make graphics and stuff like that, I'd love to sale a few. Once I get my own laptop might get some good programs and then start my own website selling them.

As per my view, Internet is great way to learn any technical skill because it includes all concept about programming which may not learn in any coaching center. One most important thing is that you have to learn basic concept of programming with help of any person who has technical knowledge.

Owl's answer is totally awesome (as usual). I'll just add that I'm self-taught from scratch (I learned when there weren't any WYSIWYG designers around and you had to build web pages in Notepad...) and found online tutorials, free courses and - most of all - reference sites extremely useful.
I suck at the artistic side, though. As Owl said, technical knowledge is one thing (which is easy enough to learn online) but the creative, artistic side is MUCH more important in many ways.
