NCLEX-RN State Endorsement ( Help please...)

I have passed NCLEX in the State of California. The state doesn't issue card and have no renewal policy for inactive licenses. Now, i want to endorse my license to other states that issues licenses and have renewals. I don't want to take the examination again. The problem is, I don't know how. I've tried doing it online but it is confusing compared to processing for an exam. What can you suggest?
