Is China preparing for World War 3? Cold War 2?

http://news.yahoo.com/digging-china-nuclear-tunnels-013008319.html A recent study of several students shows that China has huge network of tunnels that are capable to withstand multiple nuclear attacks. The report was alarming not because of this long tunnels networks but because no one really knows the exact nuclear warheads of China. China claims to have at least 400-500 nuclear warheads, the U.S. and Russia both had more than 7,000 each but have agreed to minimize their nuclear arsenal and as much as possible keep a small amount to around 3,000 because of the SALT I and SALT II treaty. On the other hand China is not and even if China shows it's current nuclear warheads the underground tunnels could hide some of their nuclear warheads and conceal it. Others expert says that China could even have close to 3,000 warheads. Is China preparing for a nuclear war or is this the start of Cold War 2?
