Has Twitter changed rules?

I explored the power of Twitter in the past 8-10 days when I joined a group on Facebook. The members tweeted each others' posts and the results were there to see. The earnings were really really good as compared to nothing before that. I also tweet my own stories on my own (apart from the group members).
However, I don't know how, but Twitter suspended my account. I don't know why. Sometimes when I was tweeting others' posts, I could not keep a track if I tweeted the story or not so I tweeted again and no wonder, Twitter showed an error that I posted the story already. This what I suspect could have been the reason for my account getting suspended. But I am not sure though. I got two new Twitter accounts and again they got suspended. Is it because it my me who owned the accounts?
Secondly, many suggested me to have a shareholic account. People told me that I could tweet with more than one account. So, I tested it with my friend's account - single account yet. But whenever I tried to tweet some old stories (through shareaholic), it gave me an error telling me that I already tweeted or have reached the API limit. How is that possible when the account is new?
Doesn't Twitter allow to tweet the same story after a gap of a few hours? If it's right, why couldn't I do it? What's wrong? Please help me.

Maybe because you keep on sending the same topic or message which might be equivalent to spamming so they restricted your account. There are lots of users or members in twitter so they got strict about implementing this.

That is a very possible reason. However, as I was not sure if I tweeted the story or not, I did it again and got the message that it was already tweeted. By the way, after how much time can we tweet the same link again?
But then how did I get an error message that I cannot tweet the story again?

I think not only twitter account is suspended but your site also is at risk as you are tweeting the same contents again and again.Once in freelance job a person from other country gave me a job to add friends from his account,provided me the password also but after adding some 10-15 - twitter suspended that account.They are keeping close eyes on every members activity.

What you said in your first sentence, I am hearing that for the first time. I don't think Twitter will ever ask you not to tweet the same things again and again, as long as you are keeping a time gap between the two tweets for the same link. Otherwise, once anyone has tweeted a link, it's gone forever - not able to tweet again! I can't comment about your job by which you have drawn the conclusion what you have. One person giving their password to another person is obviously suspicious on the part of Twitter. I wonder how you did it in the first place!

I use twitter for paid tweets, but I refuse to tweet several times the same thing on the same account because my account would be automatically suspended : I think that tweeter checks this since several months. It is indeed better to create several accounts to lower the risks.

You cannot share one story again and again, even they don't allow users to share just the same story twice in a gap of 15 - 20 minutes. Your twitter account got suspended, this can be one of the reason because you were sharing same stories. Also Twitter does allow to share other stories on your account but in a RT form where you have to add the username of the author of the story or simply you can ReTweet too.

I don't think you are putting the facts here (or maybe I haven't heard it right). There are thousands and millions of users who are tweeting the same stuff after a specific time frame. Yes, what you say about the 15-20 minutes time gap is fine. It actually happened that I was not sure if I tweeted that specific story or not and that's why did the same thing again. It's possible that Twitter might have thought that as spamming.
I believe you are from India - from our previous conversations. I asked the same questions to some of my other friends (about my suspended accounts). I believe, if you are from India, you might have heard the Bigg Boss news where Sunny Leone is currently in. I wrote her news on my blog and tweeted them as well. As the lady comes from the adult entertainment, there were words used in reference to her profession. That's why I think Twitter has suspended the accounts.
Twitter does allow tweeting the same stories again and again, as far as I know.
