If i put SEO on my new website, will google count it as scam?

hello.
i made a website, i wanna make it popular before applying for google absence.
for this i am thinking for taking some SEO services for a company.
do you have any idea or suggestion for me..?
i am also thinking about google adword.
please tell me yous thoughts about it.
