Nope, not really. Account verification has nothing to do with the fees. But I suggest you to verify your account as it might be really helpful.

Err.. Actually, if you upgrade your account on Paypal, you'll be able to use more features - which is may charge you more fees.. If you are not selling something, Personal or Premier would be just fine..
As far as I know, the key of your problem lies on person who send you the money. By the time he tried to send you money, he should mark it as "Personal Payment" and not "Online Purchase". By doing so, you will not charged any fees by Paypal.

Transferring money ("Personal Payment") is "usually free" while accepting payments ("Online Purchase") has "small fee"
But, well, it is in case you receive payment from some websites. But if you are selling something, then you may join that Micropayment..

I have check on that form, it is the owner's problem, he send payment as online purchase.
Now, i refund and try to get it via alertpay, see if any fees!
if not verified, i will have limit on whole life or per month?
if not verified, cannot transfer back to bank :(

Actually the main problem with Alertpay here is you can't get your payment via AlertPay at all since their minimum transaction is $1.00. So if you want to cash out via AlertPay, you should wait until your balance reach that $1.00. It would be less convenient, so I suggest Paypal instead..
Haha, that's why - just go verified! The verification process should be just simple if you have credit card. Or if you don't have it, you should still be able to verify it by giving the copy of your ID card and bank statement (it's so called manual verify).

Changing to a micropayment account makes sense if most of the payments you receive are quite small. I did that recently, because I've been selling a lot of stuff on Ebay for usually a pound or two. Having said that, you'll still be paying a bit of a transaction fee, so you want try to make sure that any payments you receive are more than the 0.1 you stated. I also understand that if you have two bank accounts you can have two PayPal accounts, so you can have one for micropayments and one regular account. Hope this helps.

To be honest, I'm not sure what you mean by upgrading your account. It could be that it works differently where you're from, but I had a regular PayPal account and recently decided to change it to a micropayment account. It only took a day or less from me sending the request through.

My concern is about limitation on paypal. I suggest you verification using personal on paypal, my friend said premier account has big chance to get limit early. Transaction fee is depending on come from the money receive. I got several payment from some sites and each sites deduct different fee
