About TAX ID

Hi mylotters!
In many websites where can buy wholesale stuff is asked for Tax ID, I suppose it is number which can get persons from USA. But I'am not living in USA, I'm from Europe (Latvia). Is it possible to get TAX ID to me? And why it is need? What difference it makes that I have it or not?
