Immigration- How tough should it be to enter the US?

Hi Everyone! I am hoping by starting this discussion, to not only get some feedback, but perhaps some help as well. I have an Indonesian boyfriend and we have been together for nearly a year. Together in the sense of a relationship, but not physically. We met online and yes, we've met in real life as I flew to Indonesia to spend time with him. He has many friends in the US, one in the Chicago area, who is wanting to sponsor him and has a job already lined up for my boyfriend. The problem? Everything has been approved by the government for him to come to the US, except for one thing, money. Apparently, different countries have different rates for what a person has to have in their bank account to show that they can take care of themselves once they reach the US. The rate for Indonesia, is an astounding $25,000! In these hard times across the globe its hard to imagine that in a third world country, as Indonesia, someone could have that kind of money, unless very rich or very corrupt. Its hard to come up with that kind of money, for most of us, even in our own nation. So, I'm stuck. Obviously, I don't want to end my relationship, moving to Indo is out of the question. Been thinking a lot about immigration. Why such an impossible amount? Do other countries have such high fees? Why allow so many of one country to immigrate, but severely restrict another? Is my boyfriend misinformed? Is there any way around this problem?
