cashadda ptc has become scam?

yesterday morning(in my indian morning time),cashadda website has changed its page design (with new website name)and when i see in evening,old page design came normally. but i cant open my account. its not allowing me to open my account. previously i have received money for 4 times(minumum amount is 10 cents only each time).and afterwards,it has increased minimum payout to 1$,in which we will get it,in more days(mostly in 2,3 months or more),as ads amount is too less.now i am nearing to 1$. now from yesterday,i cant open my account. is anyone here,was in it? is u also experienced as me? their sister site,clickiscash closed i think. this cashadda also closing or becoming scam for some people.
