Tragedy in our country

Every time these flood happens, there's always a water dam breaking. We tend to blame ourselves for the garbage, illegal logging's and etc. What bout the government behind us? I am against people who throw garbage just anywhere, but if u think bout it, MOST household actually put it in those places where the garbage are supposed to be at, it's just that the people and the city who are supposed to take care of those garbages just leave it there until the next typhoon comes. Sure illegal loggers are always to blame, Who are the ones in the pockets of those illegal loggers? there's always a government official behind it that allows it. If we look at the present, there's very few illegal loggers now, what's been done was already in the past, the trees should've already been replaced if this really is the cause. The country itself experiences 20 typhoons every year, how hard is it to expect heavy rains and build a water dam that won't burst every time there's a typhoon. I dislike the country's corruption, it is the cause of all misshapen. Every government official focuses on where they can earn more money and not to make the people's livelihood better.
