My district's Census report is blocked again.

In the last census 2001, the Manipur Govt blocked the census of the district I come from. Reason was that if it was passed, correct figure would come out. And if that comes out, then the delimitation would come and the majority community would lose seat in the Assembly. But the Govt which is always in the hand of the majority community refused to forward it. Again here, the Govt has blocked the date. Till now, I was told that it has not been forwarded. What do we do? We don't want to be part of this state of Manipur anymore. The Govt is too biased against the tribals.
