The street isn't dirty outside the Police station!

Unfortunately, I live in a very dirty town now which is not helped at all by the high winds at certain times of the year. Although the bins in the town are quite well protected, unspeakable bits of rubbish often fly out of them and 'decorate' our streets! We now have huge rubbish and recycling bins outside every household. You would think that people could find homes for their rubbish anywhere now but, no, the town still looks like a tip!
There are also great globs of white chewing-gum everywhere that look terrible when it rains. There are lots of those even outside the Police station but that building stays mercifully clear of the usual piles of cigarette-butts, tipped out of car-windows, drinks'-cans and food-containers. I'm sure that everyone thinks they will be on camera and will get 'nicked' if they dare throw anything away in the street! There are masses of CCTV-cameras around this town. You do risk a fine if you are spotted doing something antisocial. So why isn't this town cleaner?

Sometimes people have to be conditioned into doing the right thing, some years ago here in Melbourne we had a campaign going mainly on TV where they depicted people throwing rubbish around and things as pigs, it was all on TV and aimed at kids as well.So much so people were making pig noices, like oink oink at people rubbishing the city plus banging a fine on anyone getting caught, it seems to have worked with most but there is always people who will always be pigs no matter what.
