Can I call a landline number using my PC without any charges?

I'd like to know if it is possible to call a landline using my pc without any charges or prepaid membership fee. Our phone is not available and I have an urgent thing to do via phone. Do you know some sites like this? thanks

yes ofcource with evaphone.com but u can only talk upto 30 secs....its free service

Calling a landline number from a PC is interesting and new to me also, but i had called to mobile phones from PC several time freely. If we can call from a PC to mobile phone then I think its possible to call to landline from a PC. Hope some one give you intersting details.
If you specify your country means then its possible for all our friends to give you the exact details.
