If you're also attending the class, I guess you can't do anything. If you're the one teaching it, then you might try to be more strict in enforcing the school's policy regarding talking in class. Apply sanctions or if you're allowed, ask them to step out of the room. You have every right to do so not only because it's a policy, but you're also thinking of the other students who are affected or disturbed by these whisperings.

Hi Archaiwy,
Students whispering in class is not a new thing, it happens all over the world. You asking suggestion in mylot to stop them is welcoming one.
In their age between 12-25, students usually likes to be free and chatting all over the time. My suggestion is give them a space to discuss anything at the end of a period. Make a practise to finish your teaching before 10 minutes of your time and leave the students freely. After some time students will realize that they have their space at the end of the period, so the whispering will be reduced while your teaching. Repeatedly tell them to listen while your taking important classes. Hope this will help you out.

if the class is very much informative and interesting, we can reduce it to some extent. To keep it interesting the class can be a two way interaction session

I have had this problem and found one effective way of dealing with it. I invite the offending student to step to the front of the class and discuss what they are talking about with the whole class. The resulting embarrassment is usually enough to silence the discussion.

Are you a teacher? If you so then you can enforce classroom rules when it comes to talking. Don't be afraid. As a teacher you have the right to make them silent although they have the right too to talk. But whispering is another thing. You should discipline them properly.

I think all of us who have been a student before have gone thru the same phase. Why were we talking or whispering when a class is in process? It is just human nature. You did it, I did it and now our students do it too. It may be difficult to do but in my opinion, it has something to do with the way the class is run. If the lecture is interesting enough to grab all the students' attentions, they would not want to miss a minute of it. It is a challenge for the teacher to make the teaching process interesting - a lot of the subjects are boring in nature - facts and figures and all. I feel we must have a re-look at our school's teaching methods as well as the curriculum. Education has to be up to date with the times. Having say that, I know there are classes with 50 or more students in one class. With such numbers, it is not easy for a teacher to pay attention to all the students. Those inattentive students will very likely be cast aside and ignored. Isn't it sad?

From what I can see, you're a teacher. I can not put myself in the role of the teacher, but I can tell you that it is very difficult for a person to manage a classroom, especially when there are elements within that disturbing.
I do not know to continue to warn the individual and if they do not understand, "raise the bar" and start with the punishment.
Repeat, I do not have been a teacher, but I was scholar, then certain problems, I know enough.
