My brother want to create mylot account but we only have one computer and one internet connection here at home. Do you think guys its okay to create two mylot accounts in one computer?

there is no problem in this case. if you consider your having one computer as a problem, it is not. as long as your brother is of legal age, he is qualified to join mylot. the more, the merrier here.
