Divide the year by 100. If the answer is a whole number then it's not a leap year. If the answer is not whole number than divide it by 4, if the answer is a whole number then that year is a leap year.

This is not quite correct. The years 2000, 2400 and 2800 WERE/ARE leap years.
The correct calculation is:
If the year number is a multiple of 4, then it is a leap year EXCEPT when it is a multiple of 100 but not 400.
2012 รท 4 = 503 exactly ... 2012 is a leap year
1900 is divisible by 100 but not by 400, so it was not a leap year
2000 is divisible by 400, so it was a leap year.
2100 is divisible by 100 but not by 400, so it was not a leap year

The above is true for the Gregorian calendar. In the Revised Julian calendar, 2800 will not be a leap year.
"The Revised Julian calendar adds an extra day to February in years divisible by four, except for years divisible by 100 that do not leave a remainder of 200 or 600 when divided by 900."
