Whoa there cowboy! Both of the responses you've had already are absolutely right. If you have not even made this girl aware of your feeling for her, proposing so soon is not going to turn out very pretty. You're going to have to somehow build up the confidence to tell her you like her a lot and hopefully she will return those feelings. If she does, then you should ask her out and work from there. You should definitely be giving it a while before you jump straight into proposals, especially as you mentioned she doesn't even know you like her yet. If you want to be with her on Valentines day you better tell her about your feelings (long) before. There is no way and no quarantee she likes/loves you as well so it's always a risk to tell her about your feelings. The only thing I can suggest you is be yourself. Also it would be a good thing if you know what keeps her busy.
