How to buy sign ups?

I found some sites that pay you to just get referrals and I used Amazons Mturk for a while to get them, but it isn't allowed there. What sites are out there where you can earn credits on the site and spend them to get referrals?

hii try to get new members from site like theallstar.us it is free and a lot of members there

I don't care if they even use their account I just need a lot of people to sign-up. It sounds kind of stupid because it is but I get paid for it.
