Why apple inculcated Bluetooth tech- in i phone so late & that too partially?

I feel so amazed that a company like apple which has been a pioneer in the world of technology introduced such a basic feature of Bluetooth so late in it's devices. I phone 4s which is just launched few months back comes with this utility but that too lacks "file transfer via bluetooth". If we peep back into past we can recall that when apple introduced it iphone 3g,it was capable of making video calls only to those people who possessed iphone 3g. What do you think of this? Why apple do such things? Is it just a strategy to make apple users feel that they are trivial and stand apart of other smartphone users or is it something else? I do not think that apple lacks in technical domain at all. I hope to see my fellow mylotters give this discussion a warm welcome.:)
