What do you mean by form? A network topology? If so, it's merely a very messy combination of hybrid and mesh network topology.

What do you mean by 'the full form of the Internet'? The World Wide Web ... the network of web pages which connect to each other through Hypertext links and through search engines ... is just a PART (and one function) of the Internet which uses a particular protocol (or set of rules) to communicate and to present their information to you as web pages.
