Can fake profile pic be restricted? how to handle if one is victim?

I am moving on facebook and googleplus pages.. there are lots of sites with fake profile pics.. if it's celebrities then it's fine.. but pics of some normal people.. mostly in girls.. pics from college canteen or classrooms.. I guess they have shared on some site and some of them have spread pics with another fake profile..
can any social networking site overcome with this issue? if one become victim that your personal photo someone else put as his/her profile picture then what to do?

I've seen many of such happenings and basically there's nothing much we can do about it. Unless the person in that photo decides to do something to stop their pictures from circulating around. In fact, there are so many users on the internet, so many sites and how do we know if our photos are not being used by others? ONline world is simply too big to keep track of such things and we ought to keep a blind eye to it.

If someone has used your photo, you can report it to Facebook. Visit the Help pages for instructions on how to do this.

thanks owlwings for always be there first to answer.. :-) well.. it's like someone misuse the photo you can only get them if he/she is in your friendlist with fake profile. when it's not then? I have seen my one friend's photo in my one chat friend profile pic.
