How to help our referral to get their referrals?

I'm planning to develop a website regarding PTC sites. (It's just within my reach. I know some scripting and there is One.com to host my website free of cost for the first year.)
If I promote I can get referrals. That's not a big issue. But, how would my referrals get referrals? Is there any idea that they get benefited while I put in my efforts.
Is there any idea that you can give me?

Put them into a rotator. That's what most "teams" do to help their downline members get members. Any place that you're a member of probably has a rotator service that you can use. Put all their ref links into it and promote the rotator link. It doesn't guarantee any sign ups but at least gives them some exposure. The sign ups that come in, will obviously go under whoever's link it was that was shown at the time the person decided to join. No control over how many refs one member gets over another but at least there might be some growth.

I'm afraid that any external sites that rotate the links will display an intermediate page before navigating to the original link. I think it's very bad and wasting our efforts. I am thinking of having a rotator on my own but looking for a good idea on that.
You are correct, we have no control over the sign ups.

Your idea was good. I had a Traffic Exchange website that has a rotator. I started using it. And seems working. One of my referrals got one referral.

Well create a team take site that have multi level referral earning and then you can get referrals from your referrals
