differences in the amount for bond between places.

I am from the states but now live in puerto rico. In the states someone may get arrested for drug charges or misdemeanors and bail if there is one to be set is usually between 1 to 10,000 dollars on avg. why is it for the same crimes on this small island where they are much poorer on average than those that live in the states is bond set so ridiculously high. I've seen bail set for 150 thousand dollars on small time drug posession charges. Does anyone have an opinion or theory as to why? or maybe you would like to share on avg what bail is set for? now murder I can envision going into the hundreds of thousands but for people getting caught with a dime bag of marijuana that is insane. Maybe it is used purposefully as a way to ensure the accused can not bail himself out even if he or she or their families wanted to.
