You can join traffic exchange websites. There are many out there like traffic swarm and easyhits4u. I am a member both of the websites and with easyhits4u, you just don't give traffic to your website, you are also making money out of it since you view other sites there.

I'm not sure what you mean by "legit". There are lots of websites that offer traffic exchange programs. Basically the more you view the websites on their site the more points you get, for which you could use to drive traffic to you site. You show your website on one or more of these sites and people visit your site for points. Making these people stay is completely up to how interesting the content on your website is. If by "legit" you mean genuine people who are ready to participate in your site on a regular basis, then there is nothing that can do that but making the content of your website original and interesting. Put the effort into it. Love and care for your website as if it was a baby you're raising. You might even need to invest some money into your website to improve it in some ways. I have tried to start my own websites several times, but never got my website to really succeed by any means. Most of them were closed a few weeks from the time they were started.
