Verdict on 2G scam

Finally the Indian Supreme Court has come to conclusion that all 122 Licenses of different Mobile network operators be CANCELLED.
Now the question is Who will Suffer?

It will be the consumer, unless the Supreme Court/concerned authorities define a well though out plan so that the cancellation process doesn't harm the consumer at all. O don't think that is likely, given the way most ministries a government departments in most countries work.
The bureaucrats who define the process will have their own interests - their own safety in mind, considering that this is a very high profile case, involving some of the biggest names in India - both political as well as from the industries. I am sure that they will fumble and the consumer will be the biggest sufferer.
I have not read the judgment nor have I taken any interest in the case, but this my own general opinion of the overall past and present administrations in any country and more so in India, irrespective of the political coterie or party that runs the country.
