Have new school bus or have local school?

Thanks to the "one child policy" in China, now there are fewer children than 20 years ago.
So many school in the rural area can only have 10 or 20 students. So the Chinese government thinks that let the students in rural area study in the town or city can save educational appropriations, so the government close down the school in the rural area and force students to study in the town.
That makes many children have to spend more than three hours a day on the way between home and school, and students' safety can not be protected.
So someone thinks school bus can help solve the problem, while to me, i think they should keep the local school for the students, so that they can study near their home. It is true that schools in the town usually can give better education, but consider three hours' way time and risk on the road, the quality seems not so important.

I don't think there is any solution that will not have consequences. I would recommend boarding school if the families didn't rely on the labor the children can do. However, I don't think it's a fair trade to have to sacrifice quality for safety but I am fortunate to live in a safe neighborhood with quality schools nearby.
In this situation I agree with your idea to keep the local schools so the kids can go home at the end of a day at a decent time.

Life is the most important things in the world, nothing can be equal to it.
It is not a wise choice to sacrifice safety to get a quality education, education is teaching children how to make a life better not a way to make them lose their lifes.
