Famous people dying from Drug Overdose

It is tragic that Whitney Houston, Michael Jackson, Elvis, and many others have died of drug overdoses or drug interaction with illegal drugs. My question is where was the media and the supporters of these people and for that matter where was the government. Back in 2003 the government had a three year investigation into the reported drug abuse of Talk Radio Host Rush Limbaugh who finally faced one charge of drug fraud and that charge was dropped. The investigation even went so far as to seize his medical records. If the government can do that to Rush why could the government then not investigated these other people to save their lives. It takes the death of these people before the government may look into the drug problem. many of these people have known drug problems why can't the government start investigating them before they die rather than after they are dead.
