Image captch Web sites ?? Why and How?

Dear Friends During freelancing i have visited a lot of websites which are offering you $1 after typing 1000 images. most of the sites are scams, i guess. but my question is why the frauds create such web sites. What are the purposes of those sites. Is there any chance to type images and earn money ??
