If i understand your idea correctly you are planning to have a policy that has 3.5 working days per week instead of the usual 5 working days per week. Although it seems a good idea to the people who have to go daily to the office, but it will drastically reduce the amount of work done. I believe in half day offices so that you have the rest of the day off to enjoy.

It is a great idea if you are willing to take the resulting pay cut. Europe has experimented with such ideas. Work 20 years and retire with a salary for life, work 4 days and get 3 days off, have more vacation time and look at the mess they are in. You are facing a normal unemployment rate of double digits and youth unemployment above 25% as normal. Is that what you want?
