I know that there is an option to add the bank details later just to set up your Paypal account. Once this is set up, you can add funds or send earnings to your account but cannot withdraw these until you complete the bank details and have your account verified. The best bank option that I can give you with opening Paypal accounts here in the Philippines is the Unionbank Neo card. I'm not sure how much it costs now to open a Neo card, but a few years ago it was only P150 and can be used as a debit card.

have a bank account that can be linked to paypal.and at the back of the card you will see digits which you will enter at the paypal site.that's where they will see you the payment.

Just skip the part where they are asking for your Bank Account. Once you already have a card powered by VISA then get back to that part. If you are from Philippines. Select the country Philippines to pretensions.

you can link a bank account to your paypal account instead of a credit card. Don't register in another country, that is fraud. lol
